How we ensure safe, accountable, and high-quality early learning

BPA Early Learning is a not-for-profit organisation with a strong governance framework that guides how we operate, make decisions, and support children, families, and educators. Our governance approach and policies help ensure every service is safe, inclusive, well-managed, and aligned with regulatory requirements and best practice.

Our governance framework

BPA Early Learning is governed by an independent Board that provides strategic oversight, accountability, and long-term direction for the organisation. The Board works closely with our Executive Team to ensure strong leadership, sound decision-making, and responsible management across all services.

Our governance framework supports:

  • Clear roles, responsibilities, and accountability

  • Ethical and transparent decision-making

  • Compliance with legislation and the National Quality Framework

  • Financial sustainability and effective risk management

  • Ongoing reflection and continuous improvement

This structure helps ensure BPA Early Learning remains focused on what matters most: children’s safety, wellbeing, and learning.

Child safety and wellbeing

The safety and wellbeing of children is central to everything we do.

BPA Early Learning has zero tolerance for any form of child abuse, neglect, or harm. We are committed to creating environments where children feel safe, respected, and supported, and where families can have confidence in the care and education their children receive.

Our approach to child safety includes:

  • Alignment with the Victorian Child Safe Standards

  • Safe recruitment, screening, and ongoing training of staff

  • Clear expectations for professional conduct and behaviour

  • Processes for identifying, responding to, and reporting concerns

  • Ongoing monitoring and review to strengthen practice

Child safety is embedded into everyday practice and is a shared responsibility across our Board, leadership team, educators, and staff.
