Our approach to child safety

Every child. Every day. Safe, supported, and heard.

At BPA Children’s Services, keeping children safe is our most important responsibility.

Children must feel safe, be safe, and know they can speak to a trusted adult at any time.

We create safe learning spaces where all children are protected, included, respected, and valued, no matter their background, culture, identity, or ability.

Child safety is at the heart of everything we do.

Our commitment

We follow all Victorian Child Safe Standards and the National Principles for Child Safe Organisations.

But we go further. We build a strong child safe culture across all 33 centres by:

  • Training every staff member, every year

  • Using safe, well-supervised environments

  • Listening to children and taking their voices seriously

  • Working in close partnership with families

  • Promoting cultural safety for Aboriginal children

  • Supporting children with disability

  • Welcoming children and families from all cultures and languages

  • Ensuring LGBTIQA+ children and families feel respected and included

Every child has the right to feel safe and to speak up.
Every adult at BPA knows how to respond.

How we keep children safe

Safe people

All staff, students, and volunteers must complete:

  • Working With Children Checks

  • Reference checks

  • Child safe screening questions

  • Yearly training on child safety, harm prevention, and reporting

We recruit people who understand their responsibility to protect children.

Child safety expectations are clear from day one.
Every adult at BPA knows how to recognise concerns, respond appropriately, and put children first at all times.

Safe environments

Our centres are designed to keep children safe through:

  • Clear sightlines for supervision

  • Safe sleep practices

  • Controlled entry points

  • Visitor sign-in rules

  • Safe online and digital practices

  • Culturally safe spaces

Educators are trained to notice early signs of concern and act quickly.

Safety is built into daily routines, room layouts, and supervision practices so children can learn, play, and explore with confidence.

Children learn:

  • How to express their feelings

  • How to set boundaries

  • How to ask for help

  • That they have the right to feel safe at all times

Our educators use age-appropriate strategies to teach protective behaviours and support children with care and respect.

Every staff member follows these three steps:

  • Look – pay attention to children’s wellbeing and behaviour

  • Do – act to keep a child safe

  • Tell – report concerns quickly

Personal devices, photography and privacy

Keeping children safe also means protecting their privacy.

At BPA, we follow strict rules based on the National Model Code for Taking Images or Videos of Children.

For families, visitors and contractors:

  • Personal mobile phones and devices must not be used in learning spaces or playgrounds
  • Phone calls should be taken outside before entering the centre
  • Photos and videos are not permitted at our centres
  • This includes images of your own child if other children may be present
  • Filming or recording in learning spaces, playgrounds, or during programs is not allowed
  • Images or videos of children must not be shared on social media

These rules help protect every child’s safety, privacy, and dignity.

For our educators:

  • Personal devices are not used while working with children
  • Only BPA-issued devices are used for photos or videos
  • Images are shared securely through approved platforms
  • Family consent is required for any use of images


What families can expect:

  • Clear signage at entry points
  • Guidance during drop-off and pick-up
  • Educators who act straight away if rules are not followed

If you have a concern about a child at a BPA centre, you can:

  • Contact our Safeguarding & Inclusion Lead
  • Speak to your Centre Director
  • Call our Central Office on 1300 29 02 29
